Starting January 1, 2026, China—the world’s largest steel producer—will introduce a new licensing system for the export of approximately 300 categories of steel products.

The new procedure requires exporters to apply for government approval before shipment, based on a valid export contract and quality certificates.

The aim of this measure is to regulate international shipment volumes and stabilize the balance between global supply and demand.

The decision follows a strong increase in Chinese steel exports in 2025—despite a weak domestic economy.

According to data from the Chinese customs authority, steel product exports rose by 6.7% in the first eleven months of 2025 compared to the same period last year.

Industry analysts expect that this regulation could help reduce global competitive distortions and protectionist measures.
